Transforming and Empowering Resilient and Responsible Agribusiness (TERRA) is a European Union initiative implemented by CDP and the Food and Agriculture Organization (FAO) of the United Nations to facilitate access to finance for agricultural enterprises and cooperatives in partner countries. Supported by the European Fund for Sustainable Development Plus (EFSD+), the programme promotes the development of sustainable, inclusive and resilient agri-food systems, with a particular focus on micro, small and medium-sized enterprises (MSMEs).

Through the Italian Revolving Fund for Development Cooperation (FRCS), we provide concessional financing to sovereign counterparties, supporting the implementation of sustainable development projects in Partner Countries.
We provide financing to the governments of partner countries through the Revolving Fund for Development Cooperation (FRCS), which we manage on behalf of the Italian Ministry of Foreign Affairs and International Cooperation (MAECI) and the Ministry of Economy and Finance (MEF), as well as through the Italian Climate Fund, which we manage on behalf of the Ministry of Environment and Energy Security (MASE).
The Italian Revolving Fund for Development Cooperation (the “Revolving Fund”) was established by law to support the implementation of Italy’s bilateral development cooperation policies, as defined by the Ministry of Foreign Affairs and International Cooperation (MAECI). Since January 2016, Cassa Depositi e Prestiti (CDP) has served as Manager of the Revolving Fund on behalf of the Ministry of Economy and Finance (MEF).
