Strategic Plan 2025–2027

We promote Italy’s sustainable development by responsibly deploying savings to foster growth and employment, support innovation and business competitiveness, and invest in infrastructure and local communities.

Through our 2025-2027 Strategic Plan, “Today, for Italy’s Future,” we reaffirm our commitment to promoting sustainable development and generating a positive impact for the country.

The Plan is set against a backdrop in which both Europe and Italy are being called upon to address new challenges in order to strengthen their growth trajectory: from demographic decline and rising energy consumption to dependence on foreign sources for access to critical raw materials and an evolving public finance landscape.

Over the three-year period, we aim to commit €81 billion in resources which, by attracting third-party capital, are expected to support investments with a total value of €170 billion.

Strengthening the ecosystem of Italian businesses, infrastructure and public administrations by improving access to finance, supporting growth and scale, and fostering technological innovation.

Cohesion

Supporting the initiatives needed to develop local communities and ensure the provision of essential services across the country, with particular attention to Southern Italy.

Economic security

Promoting projects aimed at reducing dependence on foreign sources and strengthening the economic security and resilience of Italy’s economic system.

Just transition

Supporting the development of infrastructure for the energy transition and the circular economy, while promoting climate change adaptation and mitigation measures.

Business

Strengthening financing for businesses, infrastructure, and public administrations, as well as the management of public funds, through an additionality-driven approach and a gradual increase in risk-taking in priority areas.

Advisory

Enhancing advisory services for public administrations, with an offering focused on maximizing spending capacity and improving the effectiveness of resource utilization, including within the framework of the National Recovery and Resilience Plan (NRRP).

Equity

Launching a new sector-focused investment programme to strengthen the national and international competitiveness of industrial players with high growth potential.

Real Assets

Expanding investments in social housing, including the launch of the Service Housing segment, as well as in urban regeneration, tourism and sustainable infrastructure, while mobilizing third-party capital.

Strengthening operational capacity in International Cooperation and enhancing international partnerships and relationships, including for improved access to European Union funding opportunities.

The Evolution of Our Operating Model

We are enhancing our operating model to make it more effective and agile, strengthening our local presence and consolidating our network to promote the Group’s offering more effectively across the country. 

Sustainability and impact are fully embedded in our business model, including through the ESG Plan, to ensure the quality of our interventions. This includes updating financing and investment policies, as well as strategic and sector-specific guidelines. 

To maintain financial strength and balance, we aim to expand our funding base and gradually increase risk-taking on selected projects, while safeguarding profitability and capital solidity. 

People and culture remain at the core of our strategy. We are committed to enhancing our attractiveness as an employer, developing skills in a targeted manner, and reinforcing the Group’s values. 

Finally, digitalization and cybersecurity underpin the entire Plan. We are accelerating our digital transformation, integrating artificial intelligence into our operations, strengthening security frameworks, and improving process efficiency.
