Post-flood reconstruction: seminar by the Commissioner's Office, ABI, and CDP on the subsidized financing system
The Office of the Extraordinary Commissioner for reconstruction in the territories affected by the floods in Emilia-Romagna, Tuscany, and Marche—in collaboration with ABI (Italian Banking Association) and Cassa Depositi e Prestiti (CDP)—promoted an online seminar for credit institutions1. The event aimed to examine the application procedures of Ordinance No. 63/2026 and encourage the rapid, effective implementation of the subsidized financing tool backed by tax credits. This initiative is part of the streamlining efforts adopted to accelerate private reconstruction and restoration work on buildings damaged by the flood events that struck north-central Italy in 2023 and 20242.
During the meeting, which served as an important opportunity for dialogue and exchange between institutions, the banking sector, and operators active in reconstruction, the operational aspects of the new regulations were illustrated. Particular focus was placed on: the administrative process for grant applications; the opening and management of restricted bank accounts; the workflow of documents between beneficiaries, examining bodies, the Commissioner's Office, and partner banks; and the procedures for disbursing funds through progress reports and the final balance. Ample space was also dedicated to the monitoring, transparency, and control mechanisms established by the ordinance.
The seminar featured contributions from the Government's Extraordinary Commissioner for Reconstruction, Fabrizio Curcio; the Deputy General Director of ABI, Gianfranco Torriero; and the CDP Chief Business Officer Andrea Nuzzi, alongside major credit institutions involved in implementing the measure.
The meeting confirms the joint commitment of the Commissioner's Office, ABI, CDP, and the banking system to support the reconstruction process through administrative and financial tools capable of combining simplification, safety, and speed of execution.
