CDP S.p.A. Advisory Hub Contribution Agreement
We support the development of strategic projects through advisory services, strengthening capabilities and enhancing investment attractiveness.
In 2023, CDP signed an agreement with the European Commission to provide advisory services during the 2022–2027 period, with the aim of supporting infrastructure development, attracting private investment through Public-Private Partnerships (PPPs), and strengthening the technical, financial and administrative capacities of public and private entities.
Our commitment focuses on the InvestEU windows dedicated to sustainable infrastructure; research, innovation and digitalisation; and social infrastructure and skills, through activities including:
- Project Advisory - Providing technical and economic advisory services to public entities (central and local administrations) and private organisations involved in the implementation of InvestEU, supporting the development of infrastructure projects, including through the structuring of Public-Private Partnerships (PPPs).
- Capacity Building - Strengthening the financial, technical and administrative capabilities of project promoters and implementing entities to support project development.
- Market Development - Supporting market development and knowledge-sharing activities through studies, ex-ante assessments, and the dissemination of best practices.
Initiatives Implemented
As of 31 December 2025, CDP had supported public-sector investments primarily by local authorities across 155 projects in the following areas:
- Natural Resources, Energy and the Environment - Supporting initiatives aimed at reducing CO₂ emissions, improving energy efficiency, assisting disadvantaged areas and promoting the circular economy.
- Transport - Supporting sustainable mobility initiatives, including assistance with permitting procedures and technical support for accessing public funding.
- Social Infrastructure and Urban Development - Promoting the development of innovative and sustainable projects in the fields of education, healthcare and urban regeneration.
- Innovation and Digital Infrastructure - Supporting research, development and innovation activities related to infrastructure development.
