Social housing: €12 million to ACER Bologna for safer, more accessible homes

Over 3 million Italians spend more than 40% of their income on housing, yet the country’s stock of social housing consists of just 850,000 units, only 2.4% of the total.

Against this backdrop, a series of measures has been introduced to expand and upgrade Italy’s public housing assets, financed through the National Complementary Plan and the 2021-2027 Metro Plus and Southern Medium-Sized Cities National Programme.

One such initiative is a €12 million project by ACER (Azienda Casa Emilia-Romagna) of the Province of Bologna, a public housing agency established in 2001 that manages around 28,600 properties, including approximately 20,000 housing units. CDP has provided funding to ACER to accelerate the start of works.

The investment will affect around 200 homes in Bologna and Imola and includes major maintenance, seismic upgrades, energy efficiency improvements and the removal of architectural barriers.

This initiative will have a direct impact on residents’ quality of life, allowing them to live in safer, more accessible homes with lower energy consumption. It will also contribute to the regeneration of urban areas marked by socio-economic hardship and limited housing.

Beyond revitalising public housing assets, the initiative is a clear example of the shared commitment of public bodies and institutions to ensure fairer, more sustainable access to housing for all.
