CDP and the Emilia-Romagna Region: up to €450 million in financing for businesses through the EuReCa Platform

The initiative aims to facilitate companies’ access to credit for local investment projects and features a system of guarantees and counter-guarantees capable of generating a leverage effect that is approximately 16 times the resources provided by the Region and CDP


An agreement that will enable the activation of up to 450 million euros in new financing for small and medium-sized enterprises investing in the region. This is the main objective of the “EuReCa 2021-2027 Platform”, launched through a collaboration of the Emilia-Romagna Region and Cassa Depositi e Prestiti (CDP) to help local companies gain faster access to the liquidity needed to carry out investments in the areas where they operate. The agreement is also aligned with the Group’s commitment to supporting sustainable business development, as set out in its new 2025-2027 Strategic Plan

In detail, the operational model is based on the use of combined funds from the regional government and from Cassa Depositi e Prestiti: the Region is providing up to 20 million euros, and CDP more than 8 million for counter-guarantees in favour of Confidi1  credit guarantee consortia selected by CDP. These Confidi can then issue guarantees on loans granted to businesses by the banking system or financial intermediaries. The structure of the initiative is thus able to generate a significant leverage effect, approximately 16 times the resources provided by the Region and CDP, reaching up to around 450 million euros in potential financing for future business investments in the area.

In fact the Platform strengthens the Confidi guarantee system, with the aim of increasing the resources available to businesses, and is part of the broader collaboration between the Emilia-Romagna Region and CDP

To access the counter-guarantee from Cassa Depositi e Prestiti, the Confidi must submit an expression of interest by 22 September 2025, following the selection procedure available on the websites of the Emilia-Romagna Region and CDP2.
