Collaboration between Cassa Depositi e Prestiti and the Department for Economic Policy Planning and Coordination gives rise to a guide for use of the Public-Private Partnership (PPP) as a tool for accelerating investments and efficient management of sports facilities
 

Facilitating the acceleration of investments with a view to efficient management of the sports facilities in our Country. This is the objective of the handbook, which is the result of the memorandum of understanding signed on 26 July 2023 between DIPE and CDP, published today on the DIPE website and which provides clear and practical guidelines on facilities, promoting good practices for growth, enhancement and efficient management of national sports facilities through Public-Private Partnership (PPP).

The PPP in the sports sector is considered a development opportunity, combining public interests and assets with expertise and private resources. The handbook, drawn up with the collaboration of institutions such as the Ministry of the Economy and Finance, Istituto per il Credito Sportivo and Sport e Salute Spa, is a complete tool for knowledge and sharing. It provides a practical and theoretical guide that also includes a focus on current legislation.

The creation of the handbook, which was conceived based on the Italian Legislative Decrees of 2021 and 2023, is divided into two parts. The first discusses the general aspects of the PPP and of the planning, realisation and management of facilities based on the 2023 New Procurement Code. The second part is specifically dedicated to works on sports facilities and examines the legislative changes, management models, experiences and specific challenges of the PPP in this sector.

The collaboration between DIPE and CDP, developed as part of the InvestEU Advisory Hub programme of the European Commission, reflects a shared commitment to sustainable development through the PPP in the sports sector.
