As part of the InvestEU Programme, the Ministry of Business and Made in Italy (MIMIT) and Cassa Depositi e Prestiti, have signed a Memorandum of Understanding to conduct an analysis on the sustainability and resilience of the value chains of critical raw materials needed for the energy and digital transition.
The agreement between the Ministry and CDP falls within the framework of decisions taken by the European Commission regarding the Critical Raw Materials Action Plan and the European Raw Materials Alliance (ERMA), and subsequently the entry into force of Regulation EU 2024/1252 (Critical Raw Materials Act, CRMA). The partnership was made possible by the resources made available by the European Union as part of the InvestEU Programme and by CDP itself.
Under the current European regulatory framework, and in application of Italian Decree-Law no. 84 of 25 June 2024 (Italian Decree-Law no. 84/2024)1, in its role as Advisory Partner of the European Commission, CDP will support the Ministry in analysing best practices at the international level in order to perform a strategic-comparative assessment to identify enabling factors and possible solutions that can be adapted to the Italian industrial system to ensure the sustainability and resilience of the supply of critical raw materials. The activity will focus on the areas of extraction, refining, production and recycling with specific reference to the energy and digital transition, in order to identify opportunities to support Italian industry in the segments of this strategic value chain.
The process will be implemented by defining and carrying out specific market analyses aimed at understanding the strategies and business models pursued in this field by some EU Member States, other non-EU countries and the main industrial and economic players, as well as with the identification of competitive scenarios for Italy.
