Impact Focus: CDP action in Tuscany

What was the commitment of Cassa Depositi e Prestiti (CDP) to the economy of the Tuscany region to support the recovery after the pandemic? Were the funds deployed by the CDP actually used to finance the needs of the area? What is the impact of CDP's action on the regional economy?

This report seeks to answer these questions by analysing, on the basis of quantitative evidence, CDP's actions in support of companies and public administrations operating in the Tuscany region over the three-year period 2020-2022.

  • Between 2020 and 2022, Cassa Depositi e Prestiti made over €2.2 billion available to the Tuscan economy. The funds were distributed to over 200 public bodies and more than 7,000 enterprises and private individuals.
  • Financing amounting to over €1.4 billion was allocated to businesses€800 million was allocated to public administrations bodies, of which €460 million to the Tuscany region alone.
  • The type of support was very diverse over the period under review:
    • in 2020, support was more focused on providing liquidity injections to enterprises (in particular SMEs) that were affected by a drop in revenues due to the Covid, mainly through the banking channel;
    • In 2021 and 2022, as the economic recovery progressed, the intervention strategy aimed to promote growth by leveraging the region's key sectors, namely strategic supply chains and social infrastructure.
  • CDP's presence in the region was widespread, with loans to local authorities or enterprises in 264 municipalities (out of 273 in the region), covering 99.7% of the population.
  • As a result of the participation of Tuscan companies in national and global value chains, the impact of the funds invested by CDP in Tuscany did not remain entirely within regional borders. At the same time, thanks to the integration of Tuscan companies in these chains, Tuscany has also benefited from the investments promoted by CDP in other Italian regions.
  • Overall, thanks to the region's strong export focus, it is estimated that in the three-year period 2020-2022, the overall net impact of the CDP's actions on the regional system was positive and quantifiable at around €3 billion of added value and 46,000 jobs.
