Impact Focus: CDP action in Lombardy

In the period 2022-2024, Cassa Depositi e Prestiti (CDP) showed a strong commitment to support the economy of Lombardy. What have been the major lines of intervention in the region? What have been CDP’s impacts and how are they transmitted?

This report aims to answer these questions by analyzing CDP’s activities in support of businesses and public entities operating in Lombardy over these three years. The analysis is based on quantitative evidence and contextualized within the broader regional economic framework.

  • In the 2022–2024 period, CDP allocated resources amounting to €11.6 billion in Lombardy, primarily in support of businesses. These resources can be supplemented by 2.7 billion euros committed by CDP-owned companies (SIMEST, CDP Venture Capital, and the Italian Investment Fund), as well as CDP’s advisory activities for public administrations.
  • These resources reached over 13.000 counterparts, broken down as follows:
    • Regarding the entrepreneurial system, almost 13 thousand companies were reached, including 12,700 SMEs through the banking channel, 120 large companies via the direct channel, and 20 firms operating in the infrastructural sector;
    • Regarding the public sector, over 400 local authorities and 45 entities among universities and third-sector organizations benefited from CDP’s support.
  • CDP’s intervention was guided by two main drivers: strengthening the region’s competitive factors and addressing local needs, in line with the principle of additionality and complementarity that defines its approach. In particular:
    • €7.7 billion were allocated to the productive system, targeting the growth of companies operating in strategic sectors (mainly manufacturing) or supporting vulnerable SMEs;
    • €2.6 billion were directed towards the twin transition (green and digital), with a strong focus on large enterprises and companies in the infrastructure sectors;
    • €850 million went to social infrastructure, primarily in areas with higher levels of need, and €360 million for transport infrastructure.
  • CDP’s impact on the regional economic system is estimated at around 1% of Lombardy’s annual GDP on average. This estimate reflects the combined effect of CDP’s investments in Lombardy and in the rest of Italian regions, highlighting the importance of interregional economic linkages.
