Fintecna has been involved for years in supporting extraordinary commissioners as part of the interventions to support people impacted by natural disasters:
Following the experience acquired in 2009 in supporting the people affected by the earthquake in Abruzzo, Fintecna Spa was assigned the task of intervening in Emilia Romagna in 2012. Based on the Convention stipulated in 2013 with the Designated Earthquake Emergency Commissioner, Fintecna undertook to carry out all the necessary activities to guarantee the implementation of infrastructural works in the Emilia Romagna Region, to quickly restore operations in plants, buildings and infrastructures. Considering the continued state of emergency and the positive results achieved by Fintecna, the Convention was extended year by year until 31 December 2021. Residual activities were completed in 2022.
In 2016, Fintecna was again required, pursuant to a specific regulatory provision, to provide assistance following the seismic events that affected the regions of Lazio, Umbria, Marche, and Abruzzo starting on August 24, 2016, in support of the Offices of the Special Commissioner for Reconstruction. To this end, Fintecna entered into a specific agreement, which has been renewed several times, most recently until December 31, 2025, with the mutual intention of continuing the collaboration in 2026. Fintecna is required to identify personnel with administrative/managerial professional profiles; technical-engineering professionals; and specialized work groups to support the reconstruction. The maximum amount that Fintecna can be awarded in reimbursement for costs incurred is confirmed at €7.5 million plus VAT.
Since 2021, Fintecna has also been engaged in implementing a new IT platform as the new and sole management system for post-2016 earthquake reconstruction procedures, in accordance with the Commissioner's requirements. In 2023, a specific agreement was signed with the Extraordinary Commissioner for Reconstruction, which authorized Fintecna to spend €2 million plus VAT to ensure the development of the IT platforms. This agreement has also been renewed several times, until December 31, 2025, with the mutual desire to continue the collaboration in 2026. The activities carried out have allowed the technical release of the platform, called "Gestione Digitale Sisma Centro Italia 2016 - GE.DI.SI." (Digital Management of the Central Italy 2016 Earthquake - GE.DI.SI.), from January 1, 2023, with its subsequent online launch and public opening from January 17, 2023, in compliance with the timeline agreed upon with the Extraordinary Commissioner. Evolutionary implementation and corrective maintenance activities continue to optimize the IT platform's performance; the latest statistics confirm its general appreciation among users.
Applications for project work In order to carry out these activities, Fintecna is seeking professionals with a diploma in Surveying and/or a degree in Engineering, Urban Planning and Architecture, enrolled in the professional register and qualified to practise the profession, to be engaged, for the duration of the project, in the Regions involved in the technical activities for the implementation of the reconstruction and the related support services. To ensure the effective and timely implementation of the interventions provided for in the NRRP, Fintecna is required to provide assistance and technical-operational support to the Civil Protection Department for the implementation of the measures financed under Mission 2 Component 4 - Sub-Investment 2.1b “Measures for reducing flood and hydro-geological risk”.
Fintecna has been authorised to perform all necessary services to accelerate the periodic rationalisation operations of the PA under the Italian Consolidated Law on Publicly Owned Companies. The identification of Fintecna provides the Public Administration with a private instrument to be used to carry out the complex activities required to rationalise its equity investment portfolio, ensuring that it operates with full transparency in compliance with the institutional purposes of the administrations involved and the principles of cost-effectiveness, efficiency and publicity.
