CDP SpA Advisory Hub Contribution Agreement

On 4 July 2022, CDP SpA signed the first Contribution Agreement with the European Commission in the InvestEU Advisory area worth €6.7 million , of which €5 million came from the European budget and about €1.7 million from CDP itself.

The Agreement enables CDP to:

  • provide advisory services on technical, economic, financial, administrative, etc. issues in all phases of the project life cycle to public (central and local governments, etc.) and private promoters for the development of strategic infrastructure projects (so-called Project Advisory);
  • support and strengthen the capacities (financial, technical, administrative, etc.) of promoters to develop investment projects (so-called Capacity Building).
  • support market development and awareness activities through studies, ex-ante evaluations, web platforms for sharing best practices, seminars, workshops, events etc. (so-called Market Development)

The Advisory activities offered by CDP focus on two of the four Policy Windows of the InvestEU Programme:

  • Sustainable infrastructure (mainly energy, transport and logistics and digital infrastructure)
  • Social investment and skills (mainly social and public infrastructure).

The implementation period of the Contribution Agreement is three years (from 2022 to 2024).

 

Initiatives realised

Under the InvestEU Advisory Programme, during the year 2022, CDP provided advisory services to public administrations (mainly local government) on projects, some of which were developed through public-private partnership structures.

The projects mainly concern the following areas:

  • Transport and Logistics
  • Roads and Local Transport
  • Schools
  • Hospitals
