The Fund, coordinated by the European Commission, brings together leading development finance institutions with the aim of attracting private capital to the most strategic sectors of the Ukrainian economy.
Mobilising public and private resources and attracting risk capital to support the reconstruction of Ukraine are the objectives of the EU Flagship Fund for the Reconstruction of Ukraine, the vehicle coordinated by the European Commission that brings together leading development finance institutions in support of Ukraine's private sector. Launched in 2025, the Fund secured new commitments totalling €260 million during the Ukraine Recovery Conference 2026, held in Gdańsk on 25 and 26 June.
The instrument will support Ukraine's recovery through the modernisation of critical infrastructure and support for private businesses, with the aim of fostering job creation and strengthening the country's economic resilience. Investments will focus in particular on the energy, digital infrastructure and services sectors, as well as on the development of transport and logistics systems. The Fund also includes a dedicated private equity investment line targeting small and medium-sized enterprises as well as larger companies, with the objective of unlocking the country's economic potential.
The transaction also demonstrates investors' strong confidence in the Fund's ability to support Ukraine's reconstruction over the long term. The joint participation of Europe's leading development finance institutions—together with the European Union's financial institution—represents a tangible sign of Europe's commitment to the country's future and will help mobilise additional private investment. According to the World Bank, Ukraine's reconstruction needs exceed $524 billion, with a significant shortage of risk capital in the energy, transport, digital infrastructure and productive sectors. The Fund will help bridge this gap by channelling capital towards strategic sectors at a time when domestic resources remain limited.

Through our contribution to the Fund, we aim to catalyse long-term capital, promote the mobilisation of private investment and strengthen the country's productive capacity, helping to lay the foundations for a lasting, inclusive and sustainable recovery."
